A Procurement Marketplace Lets Proposals Come First

Most marketplaces work in a familiar direction. Sellers make their offerings visible. Buyers explore what is available, compare alternatives, narrow their options, and then engage more deeply when they find something that may fit their needs. The buyer does not need to know every seller in the market before beginning that process because discovery is one of the functions the marketplace provides.

Procurement often works in the opposite direction. A requestor identifies a need, determines which vendors might be able to meet it, creates a Request for Proposal (RFP), distributes that request to selected vendors, and waits for proposals to arrive. Only after those responses are received does detailed discovery and comparison begin.

That creates an unusual sequence: Request → Proposal → Discovery → Comparison.

There are good historical reasons procurement developed this way. For much of the RFP’s history, there was no practical alternative. But the technologies that once made request-first procurement necessary have changed dramatically. A procurement marketplace makes another sequence possible: Proposal → Discovery → Comparison → Request.

Putting the proposal first does not eliminate the request. It gives the requestor enough information to make a better one.

Marketplaces Make Supply Visible Before Demand Appears

Consider how buyers interact with modern marketplaces. Someone looking for a house can explore properties before contacting a seller. A traveler can compare hotels before requesting additional information. A company evaluating software can investigate products and capabilities before beginning a sales conversation.

These transactions differ enormously in complexity, but they share an important characteristic: information about supply exists before a particular buyer asks for it. The seller does not recreate a complete description of the offering every time another prospective buyer enters the market. Foundational information remains available for discovery, while questions, negotiations, customization, and due diligence occur later.

That distinction matters for procurement. A PBM’s clinical programs do not begin to exist when a life group asks about them. Its service model, technology, reporting capabilities, organizational structure, network strategy, implementation approach, and many other characteristics already exist. Yet traditional procurement frequently waits for a request before assembling that information into a proposal.

Some PBM information necessarily depends on the requestor. Pricing, guarantees, contractual provisions, implementation requirements, population characteristics, and other considerations may need to be developed specifically for an opportunity. But the existence of customized information does not require all information to begin with a customized request.

A marketplace separates the two. Foundational information can exist continuously for discovery and comparison, while customized information can be requested when customization actually creates value.

The Medium Changed. The Procurement Pattern Did Not.

Marshall McLuhan famously wrote in Understanding Media that “the medium is the message.” His point extended well beyond newspapers, television, or the content of a message. A medium is the system through which information, people, or goods move, and its characteristics can influence the activities that develop around it.

A letter is a simple example. Postal mail does not merely carry information. Its speed, cost, physical form, and delivery requirements influence how people communicate through it. Change those characteristics, and entirely different patterns of communication become possible. The internet did not simply deliver letters faster; it enabled forms of communication that made little sense in a world built around physical mail.

The same perspective provides a useful way to think about procurement. The modern RFP developed within the communications environment of the mid-20th century, when information was physical and comparatively expensive to reproduce, distribute, update, search, and compare. A continuously available marketplace of detailed vendor proposals that qualified requestors could instantly explore would have been impractical.

Within that environment, putting the request first made sense. A buyer’s request created the reason for vendors to assemble and transmit information. Today, the medium is fundamentally different. Information can be maintained continuously, updated instantly, searched, filtered, permissioned, compared, and analyzed computationally. Yet procurement still largely follows the information pattern established when those capabilities did not exist: the requestor asks first, and only then does the market assemble and deliver its information.

The medium changed. The procurement pattern largely did not.

Digitizing a Process Is Different From Redesigning It

Procurement technology has evolved enormously without necessarily changing that underlying sequence. Paper RFPs became electronic documents. Physical delivery gave way to email. Procurement platforms created centralized environments for distributing questions and collecting responses. Cloud technology improved collaboration and document management. More recently, artificial intelligence has begun helping organizations create, summarize, analyze, and compare RFP responses.

Each development can improve procurement, but most improve activities inside the existing request-first architecture. A faster way to distribute an RFP still begins with an RFP. A portal that collects responses more efficiently still waits for vendors to respond. AI that summarizes those responses more quickly still operates after the information has been recreated and submitted.

Technology has repeatedly made the existing process faster. A procurement marketplace offers an opportunity to change the information flow itself.

A Requestor Should Be Able to See the Market Before Defining the Request

Request-first procurement creates an interesting information problem: the requestor must determine what to ask before receiving much of the information that could help it understand what is available.

Experienced consultants and procurement professionals help bridge that gap. Their knowledge of the market can expose organizations to different vendors, capabilities, pricing approaches, and emerging strategies. That expertise remains enormously valuable, and a marketplace can give those experts more information to work with.

If qualified requestors and their advisors can investigate structured vendor information before formal procurement begins, they can explore the market before defining every requirement. They may discover capabilities they did not know existed, approaches they had not considered, or vendors that would otherwise have remained outside the initial competitive field.

This does not make the request less important; it can make the request more informed. Instead of asking vendors to repeatedly establish foundational information, requestors can focus subsequent questions on their own priorities, unresolved differences between vendors, organization-specific requirements, and areas where deeper evaluation is actually necessary.

The proposal-first model does not eliminate the request. It gives the requestor enough information to make a better one.

Proposal-First Procurement Changes Vendor Discovery

Putting proposals first also addresses a structural problem in traditional procurement: organizations often need to know about a vendor before they can learn enough about the vendor to decide whether it should participate.

A consultant or procurement team can only investigate the vendors it knows to investigate. Market expertise helps considerably, but no individual or organization has perfect visibility into every potentially relevant provider. Traditional procurement therefore tends to follow this sequence: Know vendor → Consider vendor → Invite vendor → Receive detailed proposal.

A proposal-first marketplace can change it: Discover proposal → Compare capabilities → Consider vendor → Request deeper information.

That creates another path into the competitive field. Established vendors retain the benefits of their reputation, experience, capabilities, and relationships. Less familiar vendors do not receive preferential treatment, but they gain an opportunity to become visible through what they actually offer.

For requestors, vendor discovery can become less dependent on prior awareness. For vendors, it means an opportunity can exist before a particular requestor already knows their name.

Reusable Proposals Change the Economics of Information

The procurement marketplace model creates another important change: information becomes reusable. Traditional RFPs generally treat each procurement as a new information exchange. A requestor develops questions, multiple vendors prepare responses, and those responses are evaluated within that particular procurement. When another requestor asks many of the same foundational questions, vendors answer them again.

That repetition is understandable when information is organized around individual requests. A marketplace organizes information differently. A vendor can create a detailed foundational proposal for the market and maintain it over time. When a capability changes, the underlying information can be updated. When another qualified requestor enters the marketplace, the vendor does not need to recreate its entire organization simply to become discoverable.

That changes the economics on both sides. Vendors can invest more heavily in maintaining high-quality information because that work can support multiple opportunities. Requestors gain access to information without requiring every vendor to perform a new round of administrative work before discovery can begin. Consultants can compare a broader market without first coordinating a full RFP response from every potentially relevant vendor.

Customization still happens, but it occurs later and for a reason. The reusable proposal handles what is reusable. The eventual request handles what is not.

More Visibility Can Produce Better Competition

This has important implications for competition. In a traditional RFP, considering another PBM is not free. Every additional participant creates another proposal that must be collected, reviewed, normalized, scored, discussed, and compared. Even when broader competition would benefit the requestor, practical workload considerations encourage procurement teams to keep the competitive field manageable.

A proposal-first marketplace can reduce the cost of consideration. When foundational information is already structured and available, discovering another vendor does not immediately require commissioning and evaluating another complete custom response. Requestors and consultants can investigate more potential alternatives, compare them efficiently, and determine which deserve deeper evaluation.

Broader discovery can therefore occur without a proportional increase in procurement workload. That does not mean every vendor belongs in every procurement; qualification still matters. The difference is that organizations can have greater visibility into the market with a procurement marketplace before deciding where intensive evaluation should begin.

A Marketplace Does Not Make Complex Procurement Simple

Comparisons to consumer marketplaces have obvious limits. Selecting a PBM is not like booking a hotel room or purchasing a standardized product. PBM procurement can involve complex financial models, clinical considerations, network analysis, specialty pharmacy strategy, contractual provisions, implementation planning, legal review, negotiations, and significant fiduciary and organizational responsibilities.

A procurement marketplace should not pretend those complexities disappear. The marketplace solves a narrower but important problem: why should detailed information that can exist before a request remain unavailable until after one?

Moving that information earlier does not remove expertise from procurement. Consultants still advise clients. Procurement professionals still establish requirements and coordinate evaluation. Financial experts still analyze pricing. Clinicians still evaluate programs. Legal teams still review contracts. Executives still make decisions. The marketplace simply gives those professionals a better starting point.

That is fundamentally different from trying to turn complex procurement into e-commerce.

PfRs Put the Proposal Ahead of the Request

Proposal for Requestors (PfRs) apply this marketplace architecture to procurement. Qualified vendors create structured, standardized, reusable proposals that can be maintained within a secure marketplace accessible to qualified requestors. Instead of waiting for a requestor to ask foundational questions before describing what they offer, vendors can make that information available for discovery.

Requestors and consultants can then explore the market, identify relevant vendors, compare capabilities, and determine what additional information they actually need. The sequence changes: Proposal → Discovery → Comparison → Request → Deeper Evaluation.

That final request might still take the form of an RFP. It might involve targeted questions, financial submissions, demonstrations, finalist discussions, due diligence, negotiations, or some combination of those activities. PfRs do not depend on eliminating those steps; they change what needs to happen before them.

A request should increasingly identify what a buyer still needs to know rather than recreate information the market could have made visible already.

The Marketplace Makes a Different Process Possible

The RFP was not designed badly. It developed within an information environment where request-first procurement made practical sense. That environment no longer exists in the same form.

Modern technology allows information to persist. Marketplaces make offerings discoverable. Structured data makes comparison easier. Permission systems can control access. Vendors can maintain information rather than repeatedly recreate it. AI can help requestors analyze increasingly sophisticated information sets.

The opportunity is therefore larger than making the traditional RFP faster. Procurement can begin to adopt a pattern that modern information technology has already made familiar throughout much of the economy: make supply visible, allow buyers to discover and compare it, and reserve the request for the information that actually needs to be requested.

The medium has changed. Procurement now has an opportunity to change with it.
